[밸류체인타임스=이소율 칼럼니스트] 한미 관세 협상은 한국 경제의 기로를 가를 만큼 중요한 통상 사안이다. 관세는 단순히 상품에 부과되는 세금을 넘어, 자국 산업을 보호하고 국가 간 힘의 논리를 관철하는 강력한 정책 수단이기 때문이다. 따라서 이 협상이 교착 상태에 빠지거나 장기화할 경우, 우리 경제가 감당해야 할 파급 효과는 작지 않다.
가장 직접적인 우려는 우리 기업들의 가격 경쟁력 약화다. 협상 장기화로 관세율 인하가 지연될 경우, 한국 제품은 미국 시장에서 높은 관세 장벽을 마주하게 된다. 이는 필연적으로 가격 상승과 점유율 하락으로 이어지며, 수출 비중이 높은 자동차, 반도체, 철강 등 핵심 산업에 큰 부담으로 작용한다. 산업별 타격은 상이하겠으나, 기업 입장에서는 생산 시설 이전이나 투자 계획 수립에 극심한 혼란을 겪을 수밖에 없다.
수출의 위축은 외환 시장의 불안으로도 번진다. 대미 수출 부진으로 달러 유입이 줄어들면 원화 가치 하락과 환율 상승을 초래할 수 있다. 특히 원자재와 에너지 수입 의존도가 높은 한국 경제 구조상, 고환율은 수입 물가 상승과 기업의 생산 원가 부담으로 직결된다. 이는 결국 국내 소비자 물가를 밀어 올리는 ‘수입 인플레이션’의 악순환을 유발할 가능성이 크다.
최근의 통상 협상은 단순히 관세율 하나를 결정하는 수준을 넘어섰다. 디지털 규제, 대미 직접 투자 확대, 공급망 안정화 등 다층적이고 복잡한 의제들이 얽혀 있어 협상의 난이도는 나날이 높아지고 있다. 한 차례 타결이 이루어지더라도 새로운 요구사항이 뒤따르는 경우가 다반사여서, 정부와 기업은 변화무쌍한 통상 환경에 상시 대응할 수 있는 기민함이 요구된다.
한미 관세 협상은 단순히 수출 지표의 문제를 넘어, 국가 경제 전반의 체질과 국민의 삶에 직접적인 영향을 미치는 중대사다. 따라서 우리는 협상의 결과라는 단편적인 수치에만 매몰되어서는 안 된다. 협상의 진행 과정이 국내 산업별로 어떤 구조적 변화를 가져오는지 면밀히 살피는 통찰이 필요하다.
결국 우리에게 필요한 것은 정부와 기업의 긴밀한 공조다. 국제 통상 환경의 급격한 변화를 위기가 아닌 기회로 전환하기 위해, 수출 경쟁력을 다변화하고 새로운 통상 전략을 수립하는 적극적인 대응 노력이 그 어느 때보다 절실한 시점이다.
